The Department of Health and Human Services has sent over 60,000 messages to Victorians who have recently returned from New South Wales.

The messages provide advice for Victorians who have applied for a permit about requirements for testing and self-isolation.

NSW Green Zone 31 Dec arrivals – Isolate until a negative test result

Urgent Alert from Department of Health and Human Services Victoria. 2nd January 2021. You are receiving this message because you applied for a permit to enter Victoria from NSW where a COVID-19 outbreak has been occurring, and provided a declared date of entry of the 31st December 2020. You also declared you were entering from a Green Zone. If you arrived in Victoria on 31st December, you are urged to get a COVID-19 test within 24 hours of returning to Victoria and quarantine until you receive notification of a negative result.

Urgent Alert from Department of Health and Human Services Victoria. 2nd January 2021. You are receiving this message because you applied for a permit to enter Victoria from NSW where a COVID-19 outbreak has been occurring, and provided a declared date of entry of 1st January 2021. You also declared you were entering from a Green Zone. If you arrived on 1st January, you are required to quarantine at home for 14 days from your date of return. You must get a COVID-19 test within 24 hours of returning to Victoria and can only leave your home for this purpose.

Blue Mountains and Wollongong arrivals 31 Dec – Quarantine for 14 days

Urgent Alert from Department of Health and Human Services Victoria. 2nd January 2021. You are receiving this message because you applied for a permit to enter Victoria from the NSW regions of the Blue Mountains or Wollongong where a COVID-19 outbreak has been occurring, and provided a declared date of entry of 31st December 2020. If you arrived on 31st December, you are required to quarantine at home for 14 days from your date of return. You must get a COVID-19 test within 24 hours of returning to Victoria and can only leave your home for this purpose.

I am in Queensland or the Australian Capital Territory and I need to pass through New South Wales to return to Victoria. Where do I apply for a permit?

You need a permit. You can apply for a permit at the Service Victoria website. The rules and permit requirements apply equally, whether you are a Victorian resident or not. Only commercial freight workers or people temporarily travelling through NSW (from another state or territory) can apply online for a permit to enter Victoria. Each adult needs their own permit. You can only apply for a permit if you:

  • Are transiting through NSW to Victoria from another state or territory.
  • Are a commercial freight or agriculture worker travelling to Victoria for work.
  • have not travelled in NSW, except for the purpose of transiting through

You can drive through New South Wales on your way to Victoria or another part of Australia and can also fly through New South Wales and transit at airports. Do not leave the airport. If you are coming from another state you must keep a record of locations where you have stopped for breaks in NSW, and we ask that you monitor for symptoms of COVID-19, get tested if you have symptoms and stay home until you receive a negative result. You are not required to quarantine for 14 days if you are travelling from another state like Queensland, South Australia or the ACT, and you have followed the rules for transiting through NSW. These rules include minimising stops and contact with others, wearing a mask when outside your vehicle at all times.

Overnight travel through NSW

If you are travelling to Victoria from QLD and wish to stay overnight in NSW to break your journey you will be required to apply for an exemption.

Exemptions

Victorians who have been unable to return to Victorian can apply for exemption - under the restrictions priority consideration will be given to these categories: 

  • Attending a funeral or end of life event 
  • If a person owns or has responsibilities in relation to an animal, to meet obligations to sustain the life and wellbeing of that animal  
  • Returning to the person’s ordinary place of residence for health, wellbeing, care or compassionate reasons 
  • An emergency relocation 
  • Military transfers

An exemption should be confirmed before travelling to the border. 

You should consider whether your urgent reason travel is covered under one of the exceptions set out in restrictions (e.g. to provide or receive urgent medical care)
